HR 4125 United States House · 119th Congress

Equal Voices Act

The Equal Voices Act would increase the size of the U.S. House of Representatives to better reflect population growth since 1911, setting the number at the total U.S. population divided by 500,000 (rounded to the nearest odd number). The bill allows states to establish multi-member districts for electing representatives and use ranked choice voting in those districts. It also creates a commission to recommend adjustments to the House size if significant population shifts occur between censuses (15% change from previous census). This would directly affect all states and the composition of the House, as the current 435-member cap has remained unchanged since 1911 despite the U.S. population tripling.
