What changed between versions
The Ukraine lend-lease authority (Section 201) is extended from covering only fiscal years 2022 and 2023 to covering fiscal years 2022 through 2028, giving the President five additional years of authority to loan or lease defense articles to Ukraine and affected Eastern European countries.
The expiration date of the Ukraine Security Assistance Initiative is moved from December 31, 2026 to December 31, 2027, extending the program's life by one year.
A new reporting requirement (Section 201(c)) mandates that within 90 days after any use of the lend-lease authority, the Secretary of State must submit a report to Congress describing the defense articles loaned or leased and providing a strategy and timeline for their recovery and return.
The Ukraine Security Assistance Initiative (Section 204) is extended with new authorized amounts of $300,000,000 for fiscal year 2026 and $300,000,000 for fiscal year 2027, adding a total of $600 million in new funding.
