Hong Kong Economic and Trade Office (HKETO) Certification Act

HR 2661 requires the U.S. Secretary of State to annually certify whether Hong Kong Economic and Trade Offices (HKETOs) operating in the U.S. deserve diplomatic privileges and immunities. If denied, these offices must shut down within 180 days. The bill also restricts U.S. government partnerships with HKETOs unless the Secretary certifies eligibility, Congress hasn’t blocked it via a disapproval resolution, and the partnership doesn’t promote efforts to undermine Hong Kong’s autonomy or freedoms. It further states U.S. policy opposes government entities aiding narratives that justify dismantling Hong Kong’s rights under international agreements.
