HR 1834 United States House · 119th Congress

To advance policy priorities that will break the gridlock.

The Breaking the Gridlock Act (HR 1834) contains multiple provisions addressing diverse policy areas. It creates a congressional time capsule to be buried in 2026 and opened in 2276, establishes standard procedures for fire suppression cost share agreements between federal agencies and local fire departments, and requires a strategy to counter Boko Haram threats in Nigeria. The bill also amends funding for the Udall Foundation, prohibits the transfer of sensitive personal data to foreign adversaries, and mandates federal agencies to purchase domestically made U.S. flags. Additionally, it includes appropriations for various government programs and veterans' benefits.

MINOR
The entire original omnibus bill containing 16 titles (covering topics from a congressional time capsule, fire suppression cost sharing, Boko Haram strategy, data privacy, and flag procurement) was completely removed and replaced with a single title extending the enhanced premium tax credit under the Affordable Care Act by three years. The new bill extends the increased subsidy amounts and the rule allowing higher-income taxpayers (above 400 percent of the poverty line) to receive credits from expiring at the end of 2025 to the end of 2028.
Scope change
The bill was transformed from a broad omnibus containing 16 unrelated titles spanning domestic policy, national security, veterans affairs, data privacy, and appropriations into a single-purpose tax extension bill focused solely on extending ACA premium tax credit enhancements by three years (from 2025 to 2028).
SCOPE

All 16 original titles were removed, including: Congressional Time Capsule, Fire Suppression Cost Share Agreements, Udall Foundation Funding, Boko Haram Strategy, Veterans Interagency Task Force Reporting, Veterans Pilot Program on Retention Models, TSA Commuting Benefits Feasibility Study, China Financial Threat Mitigation Report, Periodic Review of SGLI/VGLI Maximum Coverage, Restoration of Improperly Withheld Tax Amounts from Veteran Severance Payments, House Committee Hearings Requirement, Code of Official Conduct whistleblower protection, Prohibition on Transfer of Sensitive Data to Foreign Adversaries, Budgetary Effects Determination, Domestically Made US Flags requirement, and Appropriations for multiple departments.

FISCAL

New Title I extends the enhanced premium tax credit (ACA subsidies) by three years. Section 36B(b)(3)(A) of the Internal Revenue Code is amended to extend the rules that increase premium assistance amounts from 'through 2025' to 'through 2028.' Section 36B(c)(1) is amended to extend the rule allowing credit to taxpayers whose household income exceeds 400 percent of the poverty line from 'through 2025' to 'through 2028.' The amendments apply to taxable years beginning after December 31, 2025.
