Replaced the automatic 'deemed approved' provision (where a state program would be considered approved if the Secretary failed to act within 180 days) with a requirement that the Secretary conditionally authorize implementation and set aside funding immediately upon submission of a state's comprehensive plan.
Added a requirement that the Secretary, in consultation with states, develop a process to ensure sufficient and timely review of comprehensive plans, with final approval no later than 180 days after a state submits its plan.
Added a statement of congressional intent directing the Secretary to prioritize timely review of state comprehensive plans and approval of their wildlife conservation and restoration programs.
Added a reporting requirement: if the Secretary fails to approve a state's program within the required timeframe, they must submit a report to the House Natural Resources Committee and Senate Environment and Public Works Committee by June 1 of the following year explaining the reason for the delay.
