New Section 2 creates a lump-sum payment mechanism for service members who made contributions toward Post-9/11 GI Bill education but are not eligible for the monthly housing stipend. The lump sum equals total contributions multiplied by the number of months of service, payable within 60 days after exhaustion of educational entitlement. Effective August 1, 2026.
The applicability date for changes to independent study program eligibility under VA educational assistance was changed from August 1, 2025 to August 1, 2026, giving schools and veterans an additional year before the new 'regular and substantive interaction' requirement takes effect.
New Section 7 extends a deadline related to limits on pension payments from January 31, 2033 to May 31, 2034.
New Section 4 expands options for covered members (service members) who receive orders to enter covered service while enrolled in education. In addition to withdrawing or taking a leave of absence, they may now enter into an agreement with their institution to complete the course, provided they have already completed at least half of it.
New Section 5 modifies VA compliance survey notice requirements. Educational institutions with a time stamp database collection feature must receive 10 to 15 business days notice before a survey, while all other institutions receive no more than 10 business days notice. Also adds formal definitions for 'educational institution,' 'training establishment,' and 'school certifying official.'
New Section 6 requires the Secretary of Veterans Affairs to notify all school certifying officials within 14 business days after any update to the school certifying official handbook.
