Supreme Court Term Limits and Regular Appointments Act of 2025

This bill would require the President to nominate and the Senate to confirm one new Supreme Court Justice every two years during the first and third years after a presidential election. After serving 18 years, a Justice would automatically retire from active service (except for those appointed before the bill's enactment), and the Chief Justice would assign retired Justices (now called "Senior Justices") to fill vacancies until new appointments are made. The Senate would have 120 days to act on a nomination; if it fails to do so, the nominee would be seated automatically without confirmation.
