This concurrent resolution establishes a Joint Ad Hoc Committee on Trade Responsibilities (14 members: 9 House, 5 Senate) and a Congressional Advisory Board (21 members) to develop a plan for moving the U.S. Trade Representative's (USTR) functions to Congress. The committee must submit a report within 16 months, with USTR responsibilities to transfer to the legislative branch no later than July 1, 2028, or four years after the report, per Article I, Section 8 of the Constitution. The Advisory Board provides expert input on constitutional trade policy roles and stakeholder interests.
