ReSCUE Oceans Act

The ReSCUE Oceans Act establishes a federal program to research and develop marine carbon dioxide removal (mCDR) technologies, which intentionally remove carbon dioxide from the atmosphere through ocean-based methods. It creates designated research areas for field testing, requires comprehensive monitoring of environmental and social impacts, and develops protocols for measuring and verifying carbon removal. The bill directs NOAA, NASA, NSF, and NIST to coordinate research efforts, develop standards for mCDR, and provide technical assistance for voluntary carbon markets. It mandates engagement with coastal communities and Native American entities, and requires biennial reports on progress. The bill authorizes over $1 billion in funding over ten years, with $264 million allocated for fiscal year 2025.
