All Aboard Act of 2024

The All Aboard Act of 2024 provides $53.5 billion in federal funding over five years to support the electrification and expansion of passenger rail systems across the United States. It establishes a $3.5 billion formula grant program for states to develop rail infrastructure and plans, a $50 billion Green Railroads Fund for electrification projects, and additional funding for Amtrak. The bill sets specific emissions goals including achieving zero emissions for 50% of all trains by 2030 and all new trains by 2035, with priority given to projects benefiting environmental justice communities. It also includes workforce development requirements to train rail workers for new zero-emission technologies and transition plans for existing rail workers.
