S 5260 United States Senate · 118th Congress

Preventing Abuse and Neglect of Vulnerable Americans Act of 2024

This bill requires the federal government to post transparency data about Medicaid-certified intermediate care facilities (ICFs) for individuals with intellectual disabilities on a public website. It mandates facilities to disclose recent survey results, deficiency findings, complaint data, and complaint filing processes to help families monitor care quality. The bill also creates an Advisory Council - including people with disabilities, family members, facility staff, and advocates - to develop recommendations on preventing abuse/neglect, focusing on staffing, training, background checks, and complaint systems. Additionally, it expands background check access for Medicaid providers through the National Practitioner Data Bank. These changes directly affect ICF residents, their families, and facility operators under Medicaid.
