Witness Assistance and Criminal Accountability Act

This bill creates a new temporary visa category for foreign nationals who provide critical information to law enforcement about criminal activity. It allows cooperating witnesses and their immediate family members (spouse, children, or in some cases parents) to live and work in the U.S. for up to four years, with extensions possible if their testimony remains essential to ongoing cases. The visa requires certification from a law enforcement, prosecutorial, or judicial authority and has an annual cap of 10,000 visas for the main category (excluding family members). After three years of continuous presence, eligible witnesses may apply to adjust to permanent residency if their continued presence is justified for law enforcement, humanitarian reasons, or family unity.
