IDeA Reauthorization Act of 2024

This bill reauthorizes the Institutional Development Award (IDeA) program, which supports biomedical and behavioral research at institutions in states receiving below-average National Institutes of Health (NIH) funding. It formally names the program as the "Institutional Development Award program or the IDeA program" and defines "IDeA States" as those with NIH funding below the national median. The bill requires the NIH to submit annual reports to Congress detailing the program's strategy, past awards (including efforts to integrate IDeA states into NIH initiatives and reviewer diversity), and progress in research quality and workforce development over the last five years. These reports will provide transparency on how the program supports research capacity in underserved states.
