COST of Relocations Act

The COST of Relocations Act (S 487) requires federal agencies to conduct a detailed benefit-cost analysis before relocating more than 5% or 100 employees (whichever is smaller) outside their current commuting area. Agencies must submit this analysis - covering outcomes, stakeholder impacts, risk assessments, and implementation plans - to their Inspector General, who then reviews it and reports findings to Congress within 90 days. The public must receive the report (excluding confidential details), including data, conclusions, and an evaluation of whether the relocation aligns with OMB guidelines. This applies to all federal agencies planning significant relocations, such as moving offices or replacing positions, but does not override existing legal requirements for such moves. The bill aims to ensure transparency and accountability in relocation decisions affecting agency operations and employees.
