Federal Employee Return to Work Act

This bill changes pay rules for federal employees who regularly work from home. It applies to workers teleworking at least one day weekly (or 20% of work time under alternative schedules), excluding disabled employees with accommodations, Foreign Service members, law enforcement, and military personnel. Covered employees will no longer receive annual pay raises and must be paid at the standard rate for most federal workers outside major cities ("Rest of U.S." locality pay), with no future adjustments to that rate. The policy affects eligible telework-focused federal staff and alters their compensation structure without creating new benefits or programs.
