Smart Kids not Smartphones Act of 2024
This bill creates a non-monetary recognition program for schools that implement policies prohibiting smartphone use by students during classroom instruction hours, except for emergencies, educational activities, or students with disabilities. Schools must submit applications detailing their smartphone use policy and how they engaged students, parents, and families (including families of children with disabilities) in developing it. The Department of Education would publicly list all recognized schools and their policies on its website. The program also includes similar recognition for local educational agencies (if all their schools qualify) and state educational agencies (if all their local agencies qualify). The program expires 10 years after enactment.
