S 4759 United States Senate · 118th Congress

Investing in All of America Act of 2024

This bill amends the Small Business Investment Act of 1958 to adjust leverage rules for Small Business Investment Companies (SBICs). It reduces the maximum leverage ratio from 300% to 200% and creates new exclusions for investments in low-income/rural areas or critical technology sectors vital to national security, allowing SBICs to count these investments toward their leverage limit. The bill also requires annual adjustments to dollar thresholds based on inflation (using the Consumer Price Index) and mandates annual reports to Congress on the program's economic impact, including jobs created. It directly affects SBICs and the small businesses they fund in targeted geographic and technology sectors.
