Foreign Medical School Accountability Fairness Act of 2024

The Foreign Medical School Accountability Fairness Act of 2024 requires foreign graduate medical schools (outside the U.S. and Canada) seeking federal student loans under Title IV to meet new eligibility standards. Specifically, these schools must ensure at least 60% of enrolled students and graduates are not U.S. citizens (per Section 4), and at least 75% of their students passing required medical exams (per Section 4). The bill repeals existing exemptions for certain Caribbean schools, ending their special status by July 1, 2025, and eliminates their eligibility for federal loans after that date. Current students enrolled at affected schools before the law's enactment may continue using federal loans until 2028, provided they maintain academic progress.
