S 4466 United States Senate · 118th Congress

Countering Chinese Espionage Reporting Act

This bill requires the U.S. Department of Justice (DOJ) to submit annual public reports to Congress detailing its efforts to counter Chinese espionage threats. The reports must cover DOJ activities targeting intellectual property theft (including trade secrets and research), threats from researchers at universities or defense facilities, resource allocation for these programs, and measures protecting civil rights during investigations. The Attorney General must submit these reports within 90 days of the bill’s enactment and annually for seven years, making them publicly available on the DOJ website. The law focuses on transparency around existing DOJ operations, not new penalties or policy changes.
