National Interagency Seed and Restoration Center Establishment Act

This bill establishes the National Interagency Seed and Restoration Center within the Department of the Interior to coordinate the development and use of native plant materials for ecological restoration across the United States. The Center will work with Federal agencies, Indian Tribes, Native Hawaiian organizations, and other partners to provide locally adapted plant materials for restoration projects, with a focus on using genetically appropriate native plants that support ecosystem health. It creates ecoregional hubs in each state and territory to assess local needs and coordinate seed collection, storage, and distribution. The bill authorizes $100 million annually for fiscal years 2025-2029 to support this effort, including research on seed transfer guidelines and restoration techniques for climate resilience and wildfire prevention. The Center will prioritize the use of native plant species that maintain ecological integrity, particularly for Indigenous foodways and medicinal plant communities.
