Spectrum and National Security Act of 2024

This bill establishes a comprehensive framework for managing the nation's electromagnetic spectrum to support national security, technological leadership, and economic growth. It creates a "spectrum pipeline" to identify frequencies available for non-Federal use, requires coordination between Federal agencies and the FCC, and establishes a Spectrum Auction Trust Fund to manage auction proceeds. The bill also creates a Telecommunications Workforce Training Grant Program to increase minority participation in telecommunications careers through grants to historically Black colleges, Tribal Colleges, and Hispanic-serving institutions.
