Biomass for Transportation Fuel Act

This bill establishes a pathway for electricity generated from renewable biomass to qualify as transportation fuel under the federal renewable fuel program. It requires the EPA to review and approve pathway petitions and facility registrations within one year, publicly disclose application statuses quarterly, and implement a fee system for processing requests (with refunds if reviews exceed 18 months). The bill also creates a new credit system (eRINs) for biomass electricity sold as transportation fuel, prevents double-counting, and modifies Clean Air Act definitions to include forest biomass from tribal lands and certain forest residues. Additionally, it mandates the Energy Information Administration to track and report biomass electricity generation separately in federal energy reports.
