CLEAR Act of 2024

The CLEAR Act of 2024 encourages state and local law enforcement agencies to cooperate with federal immigration authorities by requiring states to have policies allowing such cooperation to receive certain federal funds. The bill establishes a National Crime Information Center database listing immigration violators, including those with final removal orders or overstayed visas, and mandates that states provide detailed information about apprehended aliens to federal authorities. It provides financial assistance to states that assist with immigration enforcement, increases federal detention space for immigrants, and creates procedures for transferring aliens apprehended by state law enforcement to federal custody within 48 hours. The act also includes training requirements for law enforcement personnel on immigration enforcement procedures and expands the Institutional Removal Program to identify and remove criminal aliens from state correctional facilities.
