Housing Supply and Affordability Act

The Housing Supply and Affordability Act creates a federal grant program to help local governments, states, tribes, and Native Hawaiian organizations address housing shortages and rising costs. It provides two types of grants: "planning grants" to develop comprehensive housing plans (including community engagement and strategies to avoid displacing current residents) and "implementation grants" to execute those plans. Grant recipients must use funds for activities like analyzing housing needs, expanding affordable housing near transit/job centers, and coordinating with local agencies, while contributing matching funds (which the Secretary may reduce). The program allocates $300 million annually from 2025-2030 and requires grantees to submit progress reports and a federal study on the program’s impact after five years.
