Protecting Access to American Products Act
This bill creates a temporary process for waiving U.S. coastwise shipping rules when American vessels aren't available to transport domestic cargo. Businesses needing to move goods between U.S. ports can request a waiver if they prove no suitable American carrier exists and they made a good-faith effort to find one. Waivers last at least 30 days (with possible 15-day extensions) and agencies must respond within 60 days or the waiver is automatically approved. Agencies must also notify Congress within 48 hours of any waiver request or approval.
