HOPE Act
The HOPE Act allows certain veterans who were ordered removed from the U.S. or voluntarily departed to temporarily enter the country to access Veterans Affairs healthcare. Eligible veterans must seek care under Chapter 17 of Title 38 (VA healthcare) and be outside the U.S. due to removal or voluntary departure. The Secretary of Homeland Security grants temporary entry case-by-case, excluding veterans with serious criminal convictions involving violence or national security threats. This policy does not count as permanent admission and requires return once healthcare needs are met.
