PAYSTUB Act

S 304, the PAYSTUB Act, requires the President to submit the federal budget to Congress by the first Monday in February each year. If the budget is late, federal funds cannot be used to pay salaries or expenses for "political employees" (including Executive Schedule appointees, non-career Senior Executive Service members, and Schedule C policy roles) from the first Tuesday of February until the budget is submitted. During this delay, affected employees must be paid their standard rate retroactively as soon as possible after the budget is submitted.
