Increase America’s Research Capacity Act of 2023

This bill requires the Comptroller General to study barriers preventing Historically Black Colleges and Universities (HBCUs) from achieving R1 research university status (the highest research classification). The study will examine funding needs, faculty recruitment strategies, successful practices from current R1 institutions, and HBCU student transfer pathways to R1 schools. It mandates a report with recommendations for federal support within 12 months of enactment, to be submitted to Congress. The bill itself does not provide direct funding or change policies - it solely authorizes a feasibility study focused on HBCU research capacity.
