This bill requires nonimmigrant visa holders (like temporary workers, students, or tourists) to pay a $5,000-$15,000 bond to ensure they leave the U.S. before their visa expires. If they fail to depart by the deadline, the bond is automatically forfeited with no appeal, and funds go to detain aliens and cover removal transportation costs. Nonimmigrant visa holders seeking asylum must submit their application before their visa expires, or they lose eligibility to apply later. The law applies to most nonimmigrant categories but excludes certain visa types and visa waiver program travelers.
