Converting Our Waste Sustainably (COWS) Act of 2023

The Converting Our Waste Sustainably (COWS) Act of 2023 establishes a new program to help dairy and livestock producers reduce methane emissions and improve soil health by switching from traditional manure storage (like lagoons) to alternative methods. Eligible producers can adopt practices such as pasture-based grazing, solid manure separation systems, or composting, with the government covering up to 100% of implementation costs using $1.5 billion allocated for 2024-2028. The program prioritizes small/mid-sized operations, beginning farmers, and those near low-income communities, while requiring producers to report on emissions reductions and carbon sequestration. It also integrates composting practices into existing conservation programs like EQIP and the Conservation Stewardship Program.
