Offices of Countering Weapons of Mass Destruction and Health Security Act of 2023
S 1798 establishes two new offices within the Department of Homeland Security: the Countering Weapons of Mass Destruction Office and the Office of Health Security. The Countering Weapons of Mass Destruction Office will coordinate efforts to counter weapons of mass destruction and related threats (chemical, biological, radiological, nuclear), develop policies, identify capability gaps, and manage research and development. The Office of Health Security, led by a Chief Medical Officer, will oversee all medical activities of the Department, including patient care, workforce health and safety, and medical quality assurance. The bill also includes provisions to protect the confidentiality of medical quality assurance records and requires regular strategy updates and congressional briefings.
