Military Facilities Upgrades Act

The Military Facilities Upgrades Act (S 1721) expands the Department of Defense's authority to replace military facilities in failing condition, not just those damaged or destroyed. It requires that replacement projects be more cost-effective than repairs, support existing military missions, and not exceed the original facility's size. The bill specifically covers quality-of-life facilities like barracks, family housing, child development centers, fitness centers, and dining facilities. It also permits using operation and maintenance funds for these replacements, which was previously restricted to construction budgets.
