Unlock Ticketing Markets Act of 2023

The Unlock Ticketing Markets Act of 2023 prohibits primary ticketing service providers (like Ticketmaster) from entering into exclusive venue contracts lasting more than 4 years for venues with 5,000+ capacity. It requires the Federal Trade Commission (FTC) to define the exact "excessive duration" threshold within 180 days of the bill’s enactment. Violations would be treated as unfair competition under the FTC Act, subjecting providers to FTC enforcement, civil penalties, and existing FTC penalties. The law explicitly preserves existing antitrust laws and takes effect 90 days after the FTC issues its rules.
