Global Aircraft Maintenance Safety Improvement Act

This bill strengthens oversight of overseas aircraft maintenance facilities by requiring U.S. airlines to annually report detailed information about heavy maintenance work performed outside the U.S. on aircraft operated under FAA Part 121. It mandates that repair stations certified under FAA Part 145 (which perform such maintenance) must have mechanics properly certified and available for consultation during work. The FAA gains expanded authority to conduct unannounced inspections of these facilities, considering both U.S. obligations and host country laws. Additionally, the bill requires FAA employees to complete alcohol/drug testing before international travel for safety-related missions, with strict reporting for any exceptions.
