Think Tank Transparency Act

The Think Tank Transparency Act requires U.S. think tanks receiving significant foreign funding to disclose their foreign funders and any restrictions on their research. It applies to nonprofits and social welfare organizations that spend over 20% of their resources on influencing U.S. policy, or are affiliated with certain educational institutions. Covered entities must report to the Attorney General details about foreign gifts over $10,000 or foreign contracts, including any conditions on research content. These reports will be made publicly available through a Department of Justice database. The law aims to increase transparency about foreign influence on policy research without restricting the free flow of ideas.
