HRES 706 United States House · 118th Congress

Subpoena Compliance Accountability Act

The Subpoena Compliance Accountability Act would amend House rules to prevent federal funding for the salary of any government employee convicted of contempt of Congress. Specifically, it would block the House from considering any bill that appropriates funds for a federal employee's salary after they receive a final conviction for refusing to comply with a congressional subpoena. A "final conviction" means the court ruling is no longer subject to appeal (either because the appeal period expired or the appeal process concluded). This rule change directly affects federal employees who ignore subpoenas, ensuring their salaries cannot be paid through appropriated funds once legally convicted.
