HR 9951 United States House · 118th Congress

RESTART Communities Act of 2024

The RESTART Communities Act of 2024 requires the Commerce Department's Economic Development Administration (EDA) and the Environmental Protection Agency (EPA) to coordinate efforts in revitalizing communities affected by environmental contamination, such as former industrial sites. It establishes processes to help local groups access federal resources, technical assistance, workforce training, and grant programs during cleanup and economic recovery. The law specifically targets communities near sites where federal agencies are already engaged in environmental remediation or providing support. Both agencies must report to Congress within three years on their coordination, community engagement, and progress in creating jobs and infrastructure improvements.
