HOMEGROWN Soil Health Act

This bill creates a 5-year pilot program offering 90-year, zero-interest loans to eligible farmers for purchasing agricultural land. It targets small-scale farmers with at least 10 years of experience who want to grow specific crops like fruits, vegetables, or nuts on land under 160 acres (with less than 2% paved surface). Borrowers must use the land for these crops for 90 years; violating this requires repaying 101% of the land's value. The program operates in five U.S. regions, with all loan recipients in each region within a 100-mile radius.
