MIRACLE Act of 2024

The MIRACLE Act of 2024 requires the U.S. Department of Health and Human Services to study neonatal abstinence syndrome (NAS) - a condition causing withdrawal symptoms in newborns exposed to drugs during pregnancy - and associated health outcomes linked to specialized care facilities. The study will identify barriers to accurate NAS data collection under state Medicaid programs and assess the scope of services available for affected infants and mothers. Within three years of enactment, the Secretary must submit a report to Congress detailing findings and recommendations, which will then be published online for public access. This bill does not change current funding or services but aims to improve data transparency for future policy decisions regarding NAS care.
