SPUR Act

The SPUR Act amends federal small business procurement reporting requirements to better track new small business participation. It directs federal agencies to report annually on the number of new small business contractors, specifically including those owned by service-disabled veterans, HUBZone businesses, socially and economically disadvantaged individuals, and women. This change requires agencies to compare current-year data with prior-year data for each industry category. The bill updates existing scorecard metrics without creating new funding or changing actual procurement rules.
