HR 7934 United States House · 118th Congress

Arsenal Workload Sustainment Act

The Arsenal Workload Sustainment Act requires that at least 50% of funds for Department of the Army workload activities (such as manufacturing and maintenance) must be used for work performed by Department of Defense employees or through public-private partnerships utilizing Army arsenals, rather than contracting out. It gives contracting preference to non-public partners (like corporations or universities) who use Army arsenals by adding 20% to the price of competing bids that do not. The bill also mandates annual reports to Congress detailing expected workload, actual performance, and required capital investments at each Army arsenal. These changes aim to sustain the Army's organic industrial base for cost efficiency and readiness during national emergencies.
