Parent PLUS Loan Fairness and Responsibility Act of 2023

This bill allows parents with federal Parent PLUS loans to transfer those debts to their adult children under specific conditions. To qualify, the loan must be in good standing, used for the child's education, and the child must be 18+, demonstrate repayment ability, and agree in writing. After transfer, the child becomes the sole borrower with the same loan terms, and parents are fully released from all financial responsibility - including principal, interest, and fees. The bill also ensures transferred loans qualify for income-driven repayment plans, and the debt does not count toward the child's federal loan limits.
