USE IT Act of 2023

The USE IT Act of 2023 requires federal agencies to measure and report on the utilization of public buildings and federally leased space, aiming to optimize space use. Agencies must deploy sensors to track occupancy within 180 days, report annual utilization rates (compared to a 150 sq. ft. per person benchmark), and meet a 60% average utilization target. If utilization falls below 60%, agencies must address excess space through consolidation, disposal, or adjustments, with exceptions allowed for mission-critical facilities like labs or public-facing spaces. The bill applies to all federal agencies covered by the CFO Act of 1990 and mandates annual reporting to Congress on space usage and costs.
