No Work, No Pay Act of 2023
The No Work, No Pay Act of 2023 would reduce Members of Congress' pay by one day's salary for each day a government shutdown occurs, using an escrow system for the 118th Congress to withhold pay until the Congress ends. It prohibits Members from personally soliciting campaign contributions or having their campaign committees make expenditures during a shutdown, and bans the use of government funds for Member travel during a shutdown (except for travel to the Washington Metropolitan Area). The bill applies to shutdowns caused by a failure to pass appropriations bills or continuing resolutions, with pay adjustments effective after the November 2024 election.
