Handgun Permit to Purchase Act

This bill establishes a federal grant program to help states implement handgun purchaser licensing systems. It authorizes funding for states, local governments, or tribes that already have licensing laws requiring applicants to be at least 21, pass background checks covering all federal firearm prohibitions, submit fingerprints, and renew licenses every five years. The grants would support developing, implementing, or improving these state-level licensing programs. The bill does not mandate licensing but provides financial assistance to states that choose to establish such systems.
