Protecting Independent Contractors from Discrimination Act of 2023

This bill amends key federal civil rights laws to extend protections to independent contractors. It adds "an individual who provides work for an employer under the terms of an independent contract" to the definitions of "employee" in the Civil Rights Act of 1964, Age Discrimination in Employment Act, Fair Labor Standards Act, Americans with Disabilities Act, Rehabilitation Act, and Genetic Information Nondiscrimination Act. As a result, independent contractors would be directly covered under these laws' anti-discrimination provisions. The bill makes no new policy changes but adjusts existing definitions to include this workforce category in current protections.
