Federal Jobs Guarantee Development Act of 2023

This bill establishes a 3-year pilot program to provide competitive grants to eligible local governments and tribal entities with unemployment rates at least 150% of the national average. Under the program, individuals aged 18+ who reside in the service area would be guaranteed employment if they apply through the program. The jobs must pay at least the greater of several wage standards, provide health insurance comparable to federal employee benefits, and offer paid family and sick leave. The pilot would be limited to 15 locations nationwide, with evaluation of the program's impact on employment rates, poverty, health outcomes, and other economic indicators. The program would be funded through a new Job Guarantee Program Trust Fund established in the Treasury.
