HR 4718 United States House · 118th Congress

Housing Transparency Improvement Act

The Housing Transparency Improvement Act requires public housing agencies to create an online portal for residents and applicants in low-income housing and properties under the Rental Assistance Demonstration program. The portal must provide plain-language access to housing management details, legal rights (with translation), and real-time tracking for service requests and complaints using a ticket system. Agencies must also publish annual fact sheets online detailing funding sources, inspection scores, renovation plans, and contact information for property managers. Small agencies (with ≤50 units in rural areas) are exempt from the portal but must submit alternative transparency methods to HUD, and the Secretary of Housing and Urban Development may provide grants to cover implementation costs.
