Fairness in Medicare Part B Enrollment Act of 2023

HR 4027, the Fairness in Medicare Part B Enrollment Act of 2023, eliminates late enrollment penalties for Medicare Part B for certain Puerto Rico residents. It modifies Medicare rules to exclude from penalty calculations months when an individual resided in Puerto Rico as of a date after the 4-year mark before the bill's enactment, but only if they became eligible for Part A while living there. This change applies to Part B premiums paid for months beginning on or after the bill's enactment date. The bill directly affects Puerto Rico residents who delayed Part B enrollment after becoming eligible for Part A while residing in Puerto Rico during the specified timeframe.
