Daniel J. Harvey, Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide Act

The entire pilot program framework was removed, including the 5-year duration limit, requirement for at least 10 locations serving 300+ members annually, cohort size minimum of 50 individuals, and the September 30, 2024 commencement deadline.

Section 2(a) now amends title 10 to require that the Transition Assistance Program (TAP) include information on mental health services availability, treatment of PTSD/TBI/anxiety/depression/chronic pain/sleep disorders/suicidal ideation, suicide risk factors, substance abuse resources, loss of community and support systems, isolation, and separation stressors. This applies to all separating service members, not just a pilot cohort.

Section 2(b) amends the VA Solid Start program (title 38, section 6320) to require that it include assisting eligible veterans who elect to enroll in VA patient enrollment and educating veterans about mental health and counseling services available through the Veterans Health Administration.

Removed the requirement for one-on-one pre-discharge meetings with VA social workers or nurses, the requirement for members to submit medical records to the VA, and the requirement for the Secretary of Defense to conduct assessments for those determined ineligible for VA care.

The reporting requirement changed from annual reports during a 5-year pilot period (with detailed demographic data, activity descriptions, outcome assessments, and expansion recommendations) to a single joint report due within one year of enactment on the information and materials developed under the new amendments.
